It's obvious, isn't it?
If you had to choose one, a recent NBER Working Paper, Lead them to water and pay them to drink: an experiment with services and incentives for college achievement by Angrist, Lang, and Oreopoulos finds that large merit scholarships work best to raise GPAs.
But Angrist et al. also report that students given a combination of academic support services and financial incentives flourished more than those living on the bread alone.
