Holly monitors the expenditure of the Penn Libraries' collections budget and serves on the Collection Development Council. She maintain relationships with information resource vendors and publishers, co-represents the Penn Libraries on various external committees, including the Ivy Plus Libraries confederation and the Northeast Research Libraries consortium, and she supports and advances the collections-related functions of staff across the library system. In addition, Holly supervises the Social Sciences, Humanities, Area Studies, and Collection Analysis units of the Penn Libraries.

Holly previously served as the Penn Libraries Head of E-Resource Acquisitions for Monographs. Before coming to Penn, Holly was a National Library of Medicine Fellow at both the Cushing/Whitney Medical Library at Yale University and at the National Institutes of Health. 

Holly holds an MS in Library and Information Science from Drexel University and a BS in Biology from Houghton College.
