Joe is responsible for the Libraries’ assessment and organizational analysis activities.  His division includes Management Information Services (MIS) and compliance, User Experience Research and Design, Project Management, and Data Science.  In collaboration with the Libraries Technology division,  Joe overseers development of the Penn Libraries evolving data warehousing and business intelligence infrastructure and related analytical processes.  Joe is a member of the various teams that have a strategic focus including the Libraries' Senior Leadership Team, IT Steering, and Web Governance Team.  In his career at Penn, he has led IT services, participated in collective bargaining for the Libraries, coordinated strategic planning, and managed the Libraries role in the introduction of the Canvas learning management system at Penn. He is an alumnus of the University's Leadership at Penn program.  Joe is currently a member of Research and Analytics Committee of the Association of Research Libraries (ARL), co-chair of the NISO Z39.7 Working Group on Library Statistics and Measurement, and a board member of the Platform for Open Data -- a collaborative initiative within the IvyPlus.  He is also a past member of the ARL Library Assessment Conference Program Committee, and he served on the Project COUNTER Executive Committee.  Joe was part of the Open Library Environment Design Project, funded by Mellon.  In 2008, he was one of a three-person team that carried out an external review of the University of Botswana Library.
