Access to the College Green area of campus will be restricted until further notice. Current students, faculty and staff with a valid Penn card may enter and exit Van Pelt-Dietrich Library Center through the Rosengarten Undergraduate Study Center on the ground floor, and may enter and exit the Fisher Fine Arts Library through the 34th Street entrance to Meyerson Hall.

Stephen coordinates support for and advises on copyright, fair use, information policy, and related scholarly communications activities on Penn’s campus. Working closely with our team of subject librarians, he offers training and consultative services for the university community about copyright and intellectual property issues and their impact on scholarly inquiry and instruction.

Before coming to Penn, Stephen served as Associate Director for Research and Copyright Services at the University of Georgia Alexander Campbell King Law Library. At UGA, he provided advice, analysis, and education on copyright law, open access, open licensing, and open educational resources, while also leading a team of librarians to provide complex research support for the faculty, staff, and students. He also taught courses on Advanced Legal Research and Legal Research and Analysis to University of Georgia School of Law students and courses on copyright, privacy, and first amendment law to University of Georgia undergraduate students.

Stephen holds a J.D. from the Ohio State University Moritz College of Law, a Master of Science in Information Studies from the University of Texas at Austin, and a Bachelor of Arts in Political Science from the Ohio State University.
