Joe has degrees in History (B.A., University of Pennsylvania; M.A., University of California, Berkeley; M.Phil., City University of New York) with an area emphasis on Latin America and Western Europe, as well as an M.S. in  Information Studies from Drexel University. Graduate research focused on early 19th century Mexico and early 20th century Brazil. At Penn he has been library liaison for the International Relations program and has managed the collections in Italian language and literature, in addition to developing the collections in Latin American and Iberian Studies. Joe has been a member of the Seminar on the Acquisition of Latin American Library Materials (SALALM) since 1989, has indexed for the Hispanic American Periodicals Index (HAPI), and has brought Penn into a number of cooperative programs, including the Latin American Materials Project (LAMP), the Latin American Research Resources Project (LARRP), and the Latin America North East Libraries Consortium (LANE).
