Penn Libraries Reaffirms Commitment to Open Access Publishing with Two New Agreements

Nearly 50% of Penn author publications are now distributed through publishers with open access agreements.

Penn Libraries is excited to announce two new open access agreements with leading academic publishers, Elsevier and Emerald Journals. Nearly 50% of Penn author publications are now distributed through publishers with open access agreements with Penn Libraries. Authors can also publish articles in these journals without paying article processing charges (APCs). These agreements reflect Penn Libraries’ ongoing dedication to supporting faculty, staff, and students by increasing the exposure and impact of Penn’s research.

The new 3-year agreement (2025-2027) with Elsevier Journals provides access to its core hybrid collection, which is comprised of 2,400 academic journals. The 1-year pilot Read and Publish agreement (2025) with social science publisher Emerald Journals expands the available pool of academic hybrid journals from 120 to 313. While these agreements do not include all journals offered by these publications, it nonetheless marks a major step in expanding Penn Libraries’ outreach. Along with Elsevier and Emerald Journals, Penn Libraries’ growing list of STEM publishers includes Cambridge University Press, Company of Biologists, Springer, and Wiley.
